Alley Repair The City is responsible for maintaining all alleys. This includes the maintenance of all concrete and asphalt driving surfaces along with 18"- 24" of non-improved surface on both sides of the pavement, depending on the amount of City owned rights-of-way.  Issues to be included under alley repair include: potholes in the alley, ruts along the edge of the alley, and ruts at the entrance of an alley.
