The Hayward Municipal Code requires that all domestic animals and livestock, except cats, be confined to the caregiver’s property. If the animal is off the caregiver’s property, then the animal must be under restraint by a leash or cage.
Animals running at large:
- are at risk of injury or death from vehicles, other animals and people
- can cause traffic accidents and hazards
- disrupt mail and delivery service
- cause injury to people and animals
Violations of these laws range from fines to imprisonment. Pet caregivers can also be subject to civil suits due to the nuisances, damages or injures created by their pets running at large.
The California Vehicle Code also requires restraint for animals traveling in open areas of vehicles.
