The Hayward Animal Services Bureau will help address issues associated with noisy animals. Most noise complaints are a result of the owner not being aware of the problem, outside influences inducing the noise, or a lack of training. In the majority of complaints the owner is willing to work with the neighbors to resolve the problem.
It is recommended that you first approach the owner and discuss the problem. Hayward Animal Control Officers do not respond to anonymous complaints. Due to limited resources, Animal Control Officers cannot always respond quickly to every complaint.
To report a noisy animal, provide:
your name, address, and phone number address of the animal times the noise is being created A first complaint will be addressed to the animal’s owner by mail. We will encourage the owner to contact their neighbors to resolve the noise issues without releasing the complaining party’s name. The complaining party must call the Hayward Animal Services Bureau back 7 days after the first complaint. If the situation has not improved at this time, a second complaint will be logged and an animal control officer will contact the dog owner in person or via telephone. At this time a barking packet containing barking log sheets and neighbor declaration forms will be mailed to the complaining party. The complaining party has 7-14 days to complete the packet and mail it back to the Hayward Animal Services Bureau. If the complaining party does not wish to fill out the packet then Hayward Animal Services Bureau will not pursue the complaint any further. The complaining party may be required to testify in court or participate in a mediation process.
