A pre-construction conference is required before:
- work may begin on all subdivisions; - issuance of grading and clearing permits and many Public Works encroachment permits inspected by the Engineering and Transportation Division.
Generally, authorization is given to start work or the permit is issued at the conclusion of the conference. At that point, construction may begin. The Supervising Construction Inspector verifies the following before scheduling the pre-construction conference:
- that the final map has been recorded for subdivisions;
- that the plans have been approved, and that the required securities and insurance are in place, have been reviewed and approved by the City Attorney for grading/clearing permits and by Public Works for encroachment permits.
Contact the Supervising Construction Inspector at least two weeks before your preferred date for a pre-construction conference. Those who are to attend the Pre-construction Conference include:
- Owner and/or applicant/developer who are responsible for the project and in whose name the securities and insurance are provided;
- Civil Engineer who is responsible for the project design and prepared the project plans, and/or a Licensed Land Surveyor who will be providing construction-staking services;
- Soils Engineer who prepared the Soils Report for the project and who will be providing observation and testing services during construction;
- General contractor and major subcontractors: paving and grading; underground utilities (sewer, water, storm drain); concrete (curb, gutter, and sidewalk); related specialty subcontractors, i.e., pump station, reservoir, etc.;
- City staff, including the Project inspector and the Supervising Construction Inspector, who facilitates the meeting.
