The Hazardous Materials Office issues a consolidated permit for a single fee that covers all the elements of the CUPA Program applicable to a regulated facility. State law requires that both the permit and the fee are itemized in order to identify the program elements under which the business is regulated.
To apply for a Consolidated Permit, a business should complete a Business Activities Form (the application for a consolidated permit). The form serves as the basis for determining the applicable program elements and the fees that are charged. The itemized invoice also includes the state surcharges for specific Unified Program elements. The City collects these state surcharges and forwards them to CalEPA.
Consolidated Permits expire on August 31 each year and must be renewed prior to expiration. Fees for permits issued to new businesses that start operations before this date are pro-rated to this expiration date. However, the state surcharges are not pro-rated.
A Consolidated Permit is issued to a specific business at a specific location. The permit is transferable when a business changes location within the City of Hayward, or when another owner takes over a permitted business. A permit transfer form is required to be completed. However, a different permit number will be issued to the new business or for the new location. A new or updated Hazardous Materials Business Plan and other documents may also be required.
Although a part of the consolidated permit, a Permit to Operate Underground Storage Tank(s) is issued separately as required by law.
