The City receives funds annually from U.S. Department of Housing and Urban Development (HUD) to award to organizations serving lower income Hayward residents in housing and community development. To be eligible for Community Development Block Grants (CDBG), organizations must be nonprofit or governmental, serve low income Hayward residents, and submit projects for funding that assist lower income Hayward residents in one or more CDBG priority areas.
In the Fall of each year, the City issues a Request for Proposals (RFP) that contains an overview of the program, CDBG Priorities, a description of the proposal review process, the grant award schedule, and formats and forms required for the proposal.
Grants are awarded using a competitive process. Organizations usually submit proposals in December or January. Proposals are reviewed in February, March, and April, and awarded in May. Funded grant activities begin on July 1.

Federal regulations require the City of Hayward to adhere to a Citizen Participation Plan (CPP) that provides community members with an opportunity to participate in an advisory capacity in planning and assessing CDBG, HOME, and other HUD-funded programs.
