The General Plan is the basis for determining acceptable land uses and related park, road and other infrastructure needs. Zoning and development proposals must be consistent with the General Plan.
Hayward’s General Plan was adopted by City Council on July 16, 2002. It covers the following topics:
- Circulation
- Community Facilities and Amenities
- Conservation and Environmental Protection
- Economic Development
- Housing
- Land Use
- Public Utilities and Services
If you do not know the General Plan Land Use designation for a property, you are invited to use the “Maps and GIS” feature. There, you will also find the Zoning Map, the General Plan Map, and a Street Map.
