Most development projects are subject to an environmental impact assessment due to their location, e.g., within an earthquake hazard zone, adjacent to a stream or within a noise impacted area along a railroad line.
General steps:
1- City staff prepares an Initial Study to determine whether or not the project will have a significant impact on the environment (too close to an earthquake fault, on contaminated soil, or harming an endangered or threatened animal or plant species).
2. A Negative Declaration is prepared if the project will not have a significant impact. This may be approved by the Planning Director, unless the project requires Planning Commission or City Council approval.
3. A Mitigated Negative Declaration may be prepared if the Initial Study shows that the project may have impacts that could be modified or conditions could be added to lessen the impacts.
4. If the impacts are significant and cannot be easily mitigated, an Environmental Impact Report (EIR) is required, and must be certified as adequate by either the Planning Commission or City Council.
