An encroachment permit allows work or an activity to be performed within City easements or rights-of-way. The Planning Division's Development Review Specialist or the Building Division’s Plan Checkers approve the permit application depending on the type of project or activity involved.
The following projects require an encroachment permit:
1- Street improvements (pavement, curb, gutter, sidewalk) 2- Public utility installations 3- Storm drain installations or connections 4- Sanitary sewer installations or connections 5- Water main installations, aqueduct encroachments 6- Monitoring wells 7- Special events like sidewalk sales, parades, races, street parties, street fairs, etc.
Steps include:
- Submit a completed Encroachment Permit application, fees, and plans (as required) to the Permit Center counter
- Staff will route the application for review to other departments
- Review and approval is required by the City Engineer for all Public Works encroachments and, if needed, the City Council
- Planning Division review and issuance is required for all non-Public Works encroachment permit requests
