A site plan review is required along with land use permits for all new commercial and residential development (and industrial development that abuts residentially-zoned land) when the design of a project is:
- not consistent in its entirety with the City of Hayward Design Guidelines and Development Policies; or
- materially alters the appearance and character of the property or area
It includes design review of structures, fencing (including security gates), signs and landscaping to assure compliance with local, state and federal requirements.
Administrative approval takes 3 to 6 weeks after an application is determined to be complete, and 6 to 8 weeks if a public hearing is held. A requirement for an Environmental Impact Report (not typical) will take considerably longer.
Steps include:
- Speak with a Planner at the Permit Center to review applicable regulations and submittal material.
- Submit completed application, filing fee and required materials to the Planning Division.
- After staff review, the applicant will be notified of additional information needed.
- Once the project review is complete, the Planning Director will make a decision to either approve or deny the project or refer it to the Planning Commission for a decision.
- Planning Director decisions may be appealed to the Planning Commission within 15 days of the decision.
- Planning Commission decisions may be appealed to the City Council within 10 days of the decision.
If a variance is also required, all approvals will be acted upon concurrently by the Planning Director or the Planning Commission.
