The Zoning Use Charts are designed to help you determine what types of uses would be allowed on properties within the City of Hayward. There are four separate charts, based on the type of zoning:
- Commercial
- Downtown Commercial
- Industrial, Open Space & Public Facilities
- Residential
Each chart lists the Zoning Districts along the top, and a list of uses along the left side. If you want to check where a particular use would be allowed, follow its row across, and you will notice that a letter appears in some of the boxes: P, S, A or C. This letter indicates that the use is permitted in the particular zone district and whether any special Planning permit is required. If there is no letter in the box, that use is not permitted in the zone district.
The letter “P” indicates that the use is “Primary” and does not need a special Planning permit. The letter “S” indicates that the use is “Secondary” and also does not need a special permit, but that there first must be a related “Primary” use on the property. The letter “A” indicates that an “Administrative Use Permit” is required and must be approved by the Planning Director before the use can be conducted. The letter “C” indicates that a “Conditional Use Permit” is required and must be approved by the Planning Commission before the use can be established.
