The following seat belt and child safety seat rules in the California Vehicle Code apply throughout California and are enforced by Hayward police:
- A driver is responsible for him/herself and any passenger who is not wearing a seat belt;
- Any passenger over the age of 16 may be cited for not wearing a seat belt;
- A registered owner of any vehicle with missing or broken seatbelts may be cited;
- A parent, guardian, or driver is responsible for having children under the age of six or 60 pounds in a properly installed child safety seat.
