The Hayward Redevelopment Area Committee (HRAC) was created in 1998 when the Burbank-Cannery sub-area was added to the Downtown Hayward Redevelopment Project. In 2001, the HRAC was expanded when the Mission-Foothill sub-area was added.
The HRAC serves as a Project Area Committee under California Redevelopment Law. The purpose of the HRAC is to provide advice and guidance to the Redevelopment Agency on matters relating to the redevelopment of the Downtown Hayward Redevelopment Project Area (Map). This includes matter dealing with:
- Planning and provision of residential facilities or replacement housing for those displaced by Project activities;
- Planning and provision of new commercial or industrial facilities and public improvements in the Project Area; and
- Other policy matters affecting the Project Area.
Membership: Seventeen (17) members elected by persons living in or doing business in the Project area, and representing a balance of residential property owner-occupants, residential tenants, business owners, commercial property owners, and representatives of existing community organizations (the last appointed by the City Council/Agency Board).
Replacement members are appointed by the existing HRAC Committee members, or in the case of community organizations, by the City Council/Agency Board.
Meeting Schedule: Quarterly on the 2nd Wednesday of the month at 7:00pm at City Hall.
