Speed limits are determined by the results of an engineering and traffic survey along a specified zone (geographic area). The survey includes a review of:
- accident history
- existing traffic conditions
- nature of the zone (commercial, residential, etc.)
The data is analyzed and an appropriate speed limit is determined. Speed limits can only be changed if the results of the engineering and traffic survey justify a change.
