Landscape Assessment Districts


Ten (10) developed areas of the City are in a Lighting and Landscaping Assessment District and pay extra assessments for maintenance of public areas.

Districts were formed by City Council with a majority vote of property owners at time of development. The purpose is to provide funds for ongoing maintenance of landscape and lighting improvements constructed as a condition of development. Authorization is based in the State Landscaping and Lighting Act of 1972.

Maintenance may include:
  • landscaping
  • street lighting
  • parks
  • trails
  • open space facilities
  • bus shelters
  • masonry walls
  • graffiti control
Different needs for each zone result in different benefits. Therefore, there are different assessments for each zone.

Assessment for each zone is set each year based upon the anticipated expenses up to the maximum amount allowed when the zone was formed or, as amended, by a majority vote of property owners in a zone. If a maximum assessment is not necessary, then a lower assessment is set.
