New residences and commercial and industrial buildings within the City’s water and sewer service area must connect to the City’s water and sewer system prior to occupation of the building. The City must approve all connections to the City’s water and sewer system.
New water meters need to be installed before water service can be activated. To ensure that this work does not delay the project, customers are encouraged to contact the City about connection to the water system early in development of the project.
To apply for a water connection:
- make an appointment with the Senior Utility Service Representative to review the application requirements by calling 510-583-4727 or using the “Make a Service Request” option;
- complete and submit the pre-numbered application (provided during the meeting) along with a check for the corresponding facilities and installation fees.
Sample Application
The fees cover all materials from the water main, up to and including the water meter and meter box. Once the water service connection is approved by the City and paid for by the applicant, water crews are notified to perform the work.
Connecting from the meter to the building is the applicant’s responsibility and is done by a licensed plumber. A plumbing permit from the Building Inspection division is required.
Sewer Connections
Applicants must obtain an encroachment permit and pay appropriate sewer connection fees before connecting to the City’s sewer system. Once the permit has been obtained and the fees have been paid, it is the applicant’s responsibility to perform the work.
