Hayward Municipal Code Section 5-7.20 – Property owners and tenants are responsible for maintaining their property in such a manner so as not to become a public nuisance. The existence of any of the following conditions on the property is hereby declared to be detrimental to public health, safety, or general welfare and thus constitutes a public nuisance:
- Accumulation of junk, trash, salvage material, or other debris
- Broken/discarded furniture, household furnishings, equipment
- Washers, dryers, refrigerators, freezers or other appliances
