Subject: California Public Records Act Request: City Investment and Procurement Records
To Whom It May Concern:
Pursuant to the California Constitution, Article 1, Section 3, and the California Public Records Act (Govt. Code §§ 7920.000 et seq.), I respectfully request to obtain copies of all public records in the possession, custody, or control of the City of Stockton (“the City”), including all of its agents and representatives, regarding the following:
REQUESTED RECORDS
To promote fiscal transparency and public oversight, this request seeks records related to the City’s investment holdings and procurement activities. The requested time frame for all records is July 1, 2022, to the present date. For all requests seeking datasets, we are requesting exports of existing data fields from your financial, investment, or procurement systems in a machine readable format (e.g., .xlsx or .csv), not the creation of new summaries or reports.
Part 1. Investment Records
Portfolio Holdings Data: A complete list of all securities held in the City’s investment portfolios for each month-end within the specified time frame. This data should include, at a minimum: CUSIP number, issuer name, security type (e.g., Corporate Note, Commercial paper), par value, trade date, settle date, original cost, Yield to Maturity at cost, accrued interest, amortized cost, and market value.
Transaction History Data: A record of all investment security transactions (buys and sells) within the specified time frame. This data should include, at a minimum: trade date, settle date, par quantity, CUSIP, security description, coupon, maturity date, transaction amount, yield at market, and realized gain / loss on book value.
Investment Policy Documents: The current, adopted Statement of Investment Policy. Additionally, please provide all previous versions and proposed amendments to the policy since July 1, 2021.
Part 2. Procurement and Contracting Records
Vendor Payment Data: A complete dataset of all payments made to all vendors by the City within the specified time frame, provided in a machine-readable file (e.g., .xlsx or .csv). This dataset should include, at a minimum, the following fields for each payment: Vendor Name, Vendor ID Number, Total Amount Paid, Payment Date, Fund, Department, and any existing data fields that describe the purpose of the payment, such as a ‘Line Item Description,’ ‘Memo,’ or the associated ‘Purchase Order (PO) Number.’
Contracts with Listed Entities: A copy of all active contracts, purchase orders, statements of work, and master service agreements between the City and any of the business entities listed in the attached spreadsheet file, “Entities.xlsx.” Please also include any such agreements that were active at any point during the specified time frame that may have since expired.
Cooperative Purchasing Agreement:
Records identifying all cooperative purchasing organizations the City is authorized to use;
A dataset of all purchases made from the entities listed in “Entities.xlsx” (or for the purchase of their goods/services via a reseller) that utilized a cooperative purchase agreement. This dataset, provided in a machine-readable (e.g., .xlsx or .csv) should include, at a minimum: the name of the vendor paid, the date of payment, the total amount paid, and the name of the cooperative organization used.
INSTRUCTIONS FOR PRODUCTION
Format of records: If any records exist in both electronic and paper formats, I request the electronic version, provided in a native or searchable format (e.g., .xlsx for spreadsheets, searchable .pdf for documents), in accordance with Govt. Code § 7922.570.
Inspection: For any records not produced electronically, I request an opportunity to inspect the records at your offices before obtaining copies. I will designate which specific documents I wish to have copied.
STATEMENT ON FEES
I agree to pay the direct cost of duplicating any records I request to have copied, in accordance with Govt. Code § 7922.530(a). Please provide an itemized estimate of any proposed fees before they are incurred. However, I will not pay for costs associated with searching, reviewing, or redacting records, as such charges are prohibited by state law.
NOTICE OF LEGAL OBLIGATIONS UNDER THE CPRA
Please be advised of the following statutory requirements in processing this request:
Response Deadline: You are required to provide a written determination on this request within ten (10) calendar days, pursuant to Govt. Code § 7922.535. An extension may only be invoked in writing upon a showing of specific "unusual circumstances.”
Duty to Assist: The Agency has an affirmative duty to assist me in making a focused and effective request. If you contend that any portion of this request is unclear or overly broad, please contact me immediately to clarify its scope rather than issuing a denial (Govt. Code § 7922.600).
Comprehensive Search: A reasonable search includes not only official files but also communications concerns public business on personal devices or accounts, pursuant to the California Supreme Court’s holding in City of San Jose. vs Superior Court.
Requirements for Denial: Any denial must be in writing and must cite the specific statutory exemption(s) justifying the withholding. Furthermore, the denial must include the name and titles or positions of each person responsible for the decision (Govt. Code § 7922.540).
Redaction and Segregation: If a record contains both exempt and non-exempt information, you have a mandatory duty to redact only the exempt portions and produce the remainder of the record (Govt. Code § 7922.525).
Judicial Remedy: If the Agency fails to comply with its obligations under the CPRA, I am entitled to seek a court order to compel disclosure. A requester who prevails in such litigation is statutorily entitled to a mandatory award of all court costs and reasonable attorney’s fees from the agency (Govt. Code § 7923.115).

In response to your public records request pursuant to the Public Records Act, Gov. Code § 7920.000 et seq.:
Attached are contract and purchase order records that contain all vendors for the given time period. We do not have a database of cooperative agreements. If an agreement is cooperative, the contract document itself is titled "Cooperative/Piggyback Purchase Agreement".
We are compiling copies of the responsive contracts and purchase orders which will be released on a rolling basis. It is anticipated that the next batch of records will be available for disclosure on or before November 13, 2025.

Additional records are being reviewed to determine relevant privileges and exemption status under the Act and will be released on a rolling basis. It is anticipated that the next set of records will be available for disclosure on or before October 30, 2025.
